Verbal In Basket Exercise: Designed to evaluate your abilities as related to the organizational management role of a Division Chief.

With a population of more than 60,000 people, Tulare is centrally located in the State of California between Los Angeles and San Francisco, and is recognized as the Agri-Center of the World. Emergency services are provided by four (4) in service fire companies from three (3) strategically located fire stations with in the City of Tulare. Three of the companies are staffed with three personnel (Captain, Engineer, and Firefighter/Paramedic) and one patrol unit is staffed with two personnel (Captain and Engineer/Paramedic). A Division Chief is on duty twenty-four hours a day to perform as an incident commander, supervise fire suppression activities, and provide personnel supervision. The department consists of two (2) divisions: Fire Suppression and Fire Prevention.


Plans, organizes, coordinates and administers all functions and activities of the fire suppression divisions of the City's Fire Department while assigned to a 56 hour assignment. This classification will work as a 24 hour shift commander for one of three emergency response platoons while managing, or assisting in the management of field operations; oversee associated programs and projects as well as assisting the Fire Chief with the Department's overall administration; conducts immediate response activities; fosters cooperative working relationships among City departments, divisions, and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the Fire Chief in areas of expertise. Receives general direction from the Fire Chief. Exercises general direction and supervision over assigned staff.
Examples of Essential Functions
This assistant department head classification assists the Fire Chief in managing activities throughout the City and the surrounding area to provide comprehensive fire suppression services. This class has responsibility for the Fire Suppression Division of the department, functions for the Fire Chief on a relief basis, and is distinguished from that latter class in that the Fire Chief has overall management responsibility for all departmental functions, staff and activities. The Fire Division Chief is further distinguished from the Fire Chief in that the Fire Division Chiefs are assigned to a 24 hour shift and to specific suppression division such as Training and Emergency Medical Services; Equipment and Stations; and/or Dispatch/Communications and Disaster Preparedness.
Qualifications / Requirements

Provides command and control to incidents occurring in the City of Tulare area, including responding to fires, extrications, and other hazards, monitoring calls, and participating in service provision.
During an assigned shift, directs fire suppression, rescue operations and other public service through Fire Captains and Fire Battalion Chiefs.
On a rotational basis, serve as the Duty Chief Officer, having responsibility for a 24 hour platoon/shift on an average of 10 shifts per month.
Ascertains the need for and type of additional equipment necessary to handle emergencies; makes technical decisions as to the best methods of extinguishing fires after observing the fire and receiving reports from company officers.
Supervises the rendering of emergency medical services.
Provides command and control on multiple company incidents.
Assumes any of the command functions of the Incident Command System as required; assumes control of an emergency scene; directs and supervises forces in the suppression of fires and in the control of incidents involving hazardous chemicals and other materials as required.
Administers, manages, and coordinates City Emergency Operations Center and Disaster Preparedness, including planning, organizing, and directing related functions and participating in staff training, emergency plan development, and emergency operations.
Assumes role and responsibilities of Fire Chief in his/her absence, including applying departmental policies and procedures regarding personnel issues, department commitments and the Emergency Operations Center and meeting with various entities regarding related issues.
Manages and participates in the development and administration of the division's and/or department's budget; forecasts funds and specifications needed for staffing, apparatus, equipment, supplies, and facilities; directs the monitoring of and approves expenditures; directs the preparation and implementation of budgetary adjustments.
Selects, trains, motivates, and directs personnel; evaluates and reviews work for acceptability and conformance with Department standards, including program and project priorities and performance evaluations; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and participates in termination procedures; responds to staff questions and concerns.
Plans, organizes, and directs operations of various Department programs, including administering and managing program operations and monitoring program success in meeting established goals and objectives.
Manages the resources of the assigned division and programs to assure the emergency response capability of the department is properly trained and equipped for the assigned duties and responsibilities; inspects facilities and equipment for repair, readiness, level of maintenance and supplies necessary to support demand of programs; implements management philosophy and direction and provides feedback to resolve conflicts.
Establish appropriate performance targets and objectives for staff and conduct timely,objective and impartial employee performance appraisals.
Evaluates existing conditions and Federal, State, and local codes applicable to assigned divisions and programs; recommends policies, procedures, and ordinance revisions as necessary.
Assists in preparing specifications for apparatus and equipment.
Conducts and coordinates contract negotiations for special services, including drafting contracts and proposals and meeting with related entities in developing contracts.
Provides needed information and demonstrations to City employees and the public regarding fire safety and related issues.
Supervises, plans and coordinates Fire Department operations and activities in conjunction with the Fire Chief, including recommending, developing and implementing procedural and policy improvements, coordinating events and activities as assigned, providing technical data and research information for presentations and reports, preparing, administering, and overseeing related budgets, and directing and participating in personnel management.
Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
Prepares, maintains, and reviews a variety of records, forms, reports, schedules, recommendations and other administrative records related to operations, support services, administration, training, or other special programs as assigned.
Establishes and maintains effective working relationships with other Fire Department personnel within and outside of the City; works closely with a variety of public and private organizations, community groups, and other City, County, and State officials in developing programs and implementing projects for fire prevention, code enforcement, and administration.
Attends meetings, conferences, workshops, and training sessions and reviews materials to become and remain current on principles, practices, and new developments in assigned work areas.
Determines response jurisdictions for all stations and apparatus within department and review periodically.
Acts as a Strike Team Leader, Division or Group Supervisor, Safety Officer or other overhead position requested and qualified for on in-and-out of County Mutual Aid requests.
Responds to questions and comments from the public in a courteous and timely manner.
Performs other duties as assigned.

Principles and practices of contemporary emergency management including: Large ScaleDisaster Management, fire fighting tactics and strategy, hazardous materials incidents,emergency medical incidents and complex rescues.
Practices and protocols for multi-agency response and coordination at large scale emergencies.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Eight years of full-time paid experience in an organized Fire Department which includes at least five (5) years of responsible administrative and supervisory experience as a Captain and possession of a two-year degree in fire science, public administration, or emergency Medicine from an accredited community college or a Bachelors Degree in fire science, management, or public administration from an accredited college or university.

Possession of a California State Fire Marshal Fire Officer Certification.
Possession of a California State Fire Marshal Chief Officer Certification.

Ability to obtain within 12 months Hazardous Materials First Responder Operator and Incident Commander Certifications.
